RUSK COUNTY -- The Court has sentenced Caitlyn Howard, convicted of operating while under the influence of a restricted controlled substance with a minor passenger in the vehicle.
In July 2019, Howard was arrested after a Wisconsin State Patrol Trooper conducted a traffic stop on the vehicle she was driving. In the vehicle's back seat was a 10-month-old child, who was eventually turned over to a family member. Howard was taken into custody, and at a hearing in August 2019, was placed on a $2,500 signature bond regarding her charges.
Howard appeared for numerous court hearings since the charges were filed against her in 2019, with her most recent court appearance being on March 11, 2022.
Online circuit court records show that multiple other criminal cases were filed against Howard in Rusk County Circuit Court in 2020 and 2021 including charges for Possession of Marijuana, Drug Paraphernalia, and Narcotic Drugs; Bail Jumping; Resisting or Obstructing an Officer; Neglecting a Child, and Encouraging a Parole Violation. Details of those cases are unknown to DrydenWire at the time of this post, however, at her hearing on March 11, 2022, the Hon. Steven Anderson accepted a proposed settlement agreement to resolve all the cases pending in Rusk County against Howard.
Howard pleaded No Contest to her charge of Operate with Restricted Controlled Substance, Minor Passenger; Neglecting a Child-Specified Harm Did Not Occur, and two counts of Resisting or Obstructing an Officer. Online circuit court records indicate that the remaining criminal charges against her in Rusk County Circuit Court were dismissed but read in.

Judge Anderson ordered Howard to serve 10 days in county jail for her conviction of Operating with Restricted Controlled Substance and 24 months of probation for her convictions of Neglecting a Child-Specified Harm Did Not Occur and Resisting or Obstructing an Officer. Howard also received credit for time already served in confinement.
Conditions of probation will require Howard to complete an AODA assessment and any follow-up recommended, remain absolutely sober, and comply with DOC recommendations.
