WASHBURN COUNTY -- The Court has sentenced Wayne Harmon, of MN, on a drug-related conviction stemming from his December 2019 arrest in Spooner, WI, during which a Wisconsin State Patrol K9 Unit aided in the seizure of over 50 grams of meth.
On December 2, 2019, Wisconsin State Patrol Troopers responded to a report of an erratic driver on State Highway 70 west of Spooner that was all over the road, driving between 40-70 miles per hour, and repeatedly crossing the centerline.

Troopers located the vehicle in Spooner, WI at the Kwik Trip convenience store located at the intersection of State Highways 70 and 63. After the Trooper told the driver, later identified as Harmon, that Law Enforcement was responding to a report of erratic driving, Harmon provided Troopers with a false name and said that the vehicle’s “front end” was loose, causing him to be unable to drive the vehicle straight.
With the assistance of a State Patrol K9 Unit, Troopers located over 50 grams of methamphetamine, marijuana, and drug paraphernalia including gem bags during a search of Harmon’s vehicle.
Harmon told Troopers that he had smoked methamphetamine that morning around 5a. Field sobriety tests were attempted, however, Harmon was unable to successfully complete those tests and he was taken into custody. A warrant was obtained for a sample of Harmon’s blood, and he was transported to the hospital in Shell Lake, WI for an evidentiary blood draw.
Charges of Class C Felony Possession With Intent To Deliver Methamphetamine, Class I Felony Possession of THC - 2nd & Subsequent Offense, Misdemeanor Resisting, Misdemeanor Obstructing, Misdemeanor Possession of Drug Paraphernalia, Reckless Driving-Endanger Safety, Operating Left of Center, and Operating Without a Valid License were filed against Harmon. Online circuit court records show that a charge of Class F Felony Operate with Restricted Controlled Substance (7th, 8th, or 9th) was later added.
At a hearing in October 2020, the Hon. Angeline E. Winton granted a partial modification of Harmon’s bail bond, to allow Harmon out of jail to enter into a treatment program. Multiple status hearings were held through 2021 regarding Harmon’s case and his progress with treatment.
The Court held a plea Hearing for Harmon in February 2022 and accepted Harmon’s plea of Guilty to his charge of Class C Felony Possession With Intent To Deliver Methamphetamine. The charge of Class F Felony Operate with Restricted Controlled Substance (7th, 8th, or 9th) was dismissed on the District Attorney’s motion according to online court records, and the other remaining charges against Harmon were dismissed but read in.
Harmon appeared most recently for a sentencing hearing on April 11, 2022. The Hon. Angeline Winton heard from both prosecution and defense regarding a joint sentence recommendation for a 10 year imposed and stayed sentence of 5 years of initial confinement followed by 5 years of extended supervision with 4 years of probation. Harmon’s sister made a statement to the court and Harmon also made a statement to the court.
Judge Winton ordered Harmon to serve a 10 year imposed and stayed sentence with 5 years of initial confinement followed by 5 years of extended supervision and 10 years of probation and 1 year of conditional jail time. Harmon received credit for 1 year already served in jail.
Conditions of probation will require Harmon to undergo an alcohol and other drug assessment and continue with treatment. Harmon is prohibited from consuming or possessing any controlled substances unless prescribed.
