Long Prison Term Ordered For Rice Lake Man Charged With Child Sexual Assault

BARRON COUNTY -- The Court has ordered a 30-year sentence for a Rice Lake, WI man charged with child sexual assault in Barron, Washburn, and Rusk county circuit courts.

DrydenWire.com reported in September 2019, that then 65-year-old Raymond Clark was facing charges of Class B Felony 1st Degree Child Sexual Assault - Sexual Contact or Sexual Intercourse With a Child Under Age 13; Two counts of Class C Felony Repeated Sexual Assault of Child; Two counts of Class G Felony Intimidation of a Victim; Two counts of Class I Felony Exposing Genitals or Pubic Area to a Child; and One count of Class I Felony Exposing Genitals to a Child in Barron County Circuit Court.

The charges filed against Clark allege that between January 1, 2013, to December 15, 2017, Clark repeatedly sexually assaulted two female children who would have been ages 5 and 9 when the assaults began. In addition, the criminal complaint alleges that Clark committed sexual assault of a female child, age 11, as recently as September 13, 2019.

On March 3, 2020, a second criminal complaint was filed in Washburn County Circuit Court against Clark charging him with Class B Felony 1st Degree Child Sex Assault - Sexual Contact with Person Under Age of 13; Class D Felony Child Enticement-Sexual Contact; and Class G Felony Intimidate Victim/Threaten Force, etc.

A third criminal complaint was filed against Clark in Rusk County on March 18, 2020, charging him with Class B Felony 1st Degree Child Sexual Assault - Intercourse with Person under 12; Class C Felony 2nd Degree Sexual Assault of Child; two counts of Class D Felony Child Enticement-Sexual Contact; and two counts of Class G Felony Intimidate Victim/Threaten Force, etc.

Online circuit court records show that at a recent hearing in Barron County Circuit Court, Clark was sentenced regarding his criminal charges. In June 2020, an amended criminal information was filed in Barron County, consolidating all three of Clark’s criminal cases.

Clark plead Guilty to one count of Class B Felony 1st Degree Child Sexual Assault - Sexual Contact With Person Under Age 13; and the remainder of his criminal charges were dismissed but read in.

The Court ordered a 30-year sentence for Clark; 15 years of initial confinement in state prison to be followed by 15 years of extended supervision; with credit for 354 days already served in confinement.

Clark is to complete any and all evaluations recommended by the Department of Corrections as well as completing sex offender evaluation and following through with any counseling, treatment, or recommendations of the evaluations.

Conditions of extended supervision prohibit Clark from having any contact with minors under the age of 18 unless in the presence of an adult or guardian and he will be required to register as a sex offender for the remainder of his life.
