RUSK COUNTY -- Caitlyn M Howard, 21, was arrested in Rusk County for operating a vehicle under the influence of drugs with a minor passenger in the vehicle, according to an OWI News Release from the Wisconsin State Patrol.
(News Release) — Caitlyn M Howard, 21 years of age, from Eau Claire has been arrested by the Wisconsin State Patrol Spooner Post for operating a motor vehicle under the influence, 1st offense, with one child in the vehicle under the age of 16.
On 7/5/19 at approximately 11:31 PM a Wisconsin State Trooper conducted a traffic stop on a vehicle with a defective head lamp in the Village of Bruce in Rusk County. Upon approach the Trooper observed what appeared to be illegal contraband in plain view. With the assistance of the Rusk County Sheriffs Department, a search of the vehicle was conducted.
The driver, Caitlyn Howard of Eau Claire, WI, was subsequently arrested for operating a motor vehicle while under the influence of drugs with a minor passenger. In the back seat of the vehicle was a 10 month old child, who was eventually turned over to a family member. Along with the OWI violation, Caitlyn was also cited for possession of drugs, drug paraphernalia, no vehicle insurance and operating while suspended (7th offense).
Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
